Several years ago, it was really hard for the public to obtain some access to information about other people. While it was also possible to do at the time, it was something that really involved a lengthy process that's why most people tried to avoid doing it in the first place. For example, people would have to research and ask a lot of questions from different establishments such as government offices, churches, schools, libraries and others.
